NOTES FROM CITY HALL - DECEMBER, 2011
HAPPY HOLIDAYS
PLEASE TAKE NOTE: Effective in December you will no longer be receiving your utility billing in an envelope. It will be a printed card. The same procedure, reading your meter and paying your bill, will not change. What will change is by using the card system, there will be no newsletter mailed to you. The newsletter will be on the Elysian web site www.elysianmn.com. The newsletter will be posted to the web site at the same time you are receiving your utility bill. Anyone who would like to have their newsletter sent by mail or do not have access to the Internet, please contact City Hall at 507-267-4708 and one will be mailed to you. A copy can be picked up at Sity hall.
Reminder: Parking restrictions on residential streets during the snow season. (Ordinance 70/11) With the accumulation of three inches of snow, no vehicle shall be parked on any street or avenue between the hours 5 a.m. and 10 a.m. Any violation of this provision shall be deemed a misdemeanor level offense and punishable by imprisonment of up to 90 days and /or $1,000 fine.
Any vehicle parked in the Central Business District with a snow accumulation of three inches shall be prohibited between the hours of 2:00 a.m. and 7:00 a.m. between the dates of November 15th and April 15. Same violation applies.
Reminder: Anyone with pets and who take them for a walk in the community, please remember to take a bag along and pick up their feces. City of Elysian Animal Ordinance states that animal feces cannot be deposited on private property of another person.
Get to Know the Elysian Website (www.elysianmn.com)
The Elysian EDA is sponsoring a promotion to encourage people to get to know the website. Beginning the first Monday in January, and every Monday throughout 2011, weekly questions will be posted on the home page (www.elysianmn.com), and the answer will be found somewhere within the website. People who find the correct answer to the week's question will have their name put into a monthly drawing for Elysian Dollars. More information and rules will be posted on the website. The promotion will run January 1 to December 31, 2011. Winner for November was Jim Hansen.
- REMEMBER: Friday evenings at 6:30 p.m. at the American Legion Club Rooms, BINGO sponsored by the Horizons Group. Cash Bingo with proceeds going to community endeavors to include the Elysian Library, WE Share Food Shelf and the Giving Tree.
SYNOPSIS OF CITY COUNCIL MINUTES
REGULAR MEETING
December 12, 2011
6:00 P.M.
The Elysian City Council met in regular meeting on Monday, December 12, 2011 at 6:00 p.m. opening with the Pledge to the US Flag.
Members present were: Mayor Katy Anttila; Councilmembers Mary Opsahl, Clinton Stoen, Edna Thayer, Brian Ziemer, City Administrator Patricia Nusbaum, Public Works Director John Roessler, Deputy Clerk Lorri Kopischke, and City Attorney Jason Moran.
No one came forward for Public Comment time.
John Schulte V, City Engineer, was present to present the final plans and specifications for Phase One of the street/storm water project. Approval was made to approve the plans and advertise for bids, with recommendation being made on bids which will be presented at the February regular council meeting.
Public Works - John Roessler update:
- Approval to repair lift station pump - $4,767.56.
- Approved all part-time employees to be reduced to 32 hours per week so that if an emergency arises there will not be concern as to funds being spent for overtime, since there is no overtime in budget. Vote: Anttila, Ziemer, Thayer. Voting No: Opsahl, Stoen.
- Approved $875 for a broom expenditure.
Administration - Nusbaum
- Approved the city not waiving the monetary limits on municipal tort liability established by MN Statutes 466.04.
- Approved liquor licenses, and soft drink licenses.
- Year end special meeting date - December 27, 2011 - City Hall - 5:00 p.m.
Mayor Anttila reported on recent Joint Fire Board meeting. Complimented Chief James on his fire run report.
Approval of bills, transfers, and payroll - $102,744.69.
